Distorted sense of responsibility

One of my tenants wasn't able to pay on time this month and when I went over to talk to him around the 7th of December, he told me that he had had to pay a $270 fine for buying and using pot in a public place. He then proceeded to imply that it was my fault he couldn't afford the rent (due to the fine) because I had recently reminded him that he was not permitted to smoke pot in my building!
